New equipment is expensive than used ones. If you have a tight budget then consider buying used equipment. You should make sure that it is in good working condition before you pay. Ask the dealer to test it for you so that you can see if it is operating just fine.

Remember you can order these components separately. You do not have to get all of them at the same time. If you are doing early purchases then you can start with the main system and later on acquire the rest of these components like pumps.

For efficiency buy bigger equipment. You will able to brew once or twice in a week and have enough time to focus on other parts of your business. If you are starting out in business talk to other brewers that are already established in the industry.
